VET…VET…VET…get some instructions on what and how to feed a baby this young…and make sure it’s not picked up one of the deadly diseases that kill pups this young…parvo…distemper…etc etc…it needs shots, anyway, so a trip to the Vet is your only recourse.

Take him to a vet. We have had german shepards before and have one now and they almost always struggle with their stomach’s-they get blocked easily or if the dog eats something strange then their stomachs could get turned over (happened to our one german shepard recently) he also suddenly stopped eating and was sleepy and tired. He had to have an operation to detangle his stomach-literally. SERIOUSLY TAKE HIM TO A VET

Are you saying to pup is about 4 wks old? You need to take this very young pup to the vet.

1). Ensure that your dog is healthy by making certain that any medicines he needs

from a vet are up to date. Dogs can get sick just like humans in a rather "flu like"
fashion. The vets have a "parvo" shot that they give the dogs to help prevent this
sickness. Dogs can die from it if not cared for.

2). Living in India, rice may be your staple for diet, I don’t know. But dogs are

basically meat eaters. They seriously need the protein in their diet to stay
active and healthy. If meat, itself, is not common to your diet or available to
you for some reason... then look for some pre-packaged dog food that is higher
in protein. Also, you can get by with cooking eggs for the dog but scrambling
the yolk in with the white part of the egg as you cook it. Dogs can also get their
protein from eggs as well. If at all possible to you, try to ensure that your dog
gets meat to eat. Their digestive system is not like humans. If dogs don't like
the food they have been fed, they will quite often simply go lay down and act
overly lazy. That is just their polite way of saying that they think the food you are
  feeding them is terrible.

3). Take your dog outside for walks more often, and spend more time with him.

Dogs are basically community oriented animals and thrive much better with
  good exercise and attention.

Good Luck. These 3 things, if observed, should have your dog up and running around in no time.

Some dogs also like carrots as a treat once in awhile. You might also try that.
