My advice would be to search around for a reputable agency, an international publisher, not a local one, and see what they say. If they don't want it published you know the other one was a scam, if they do want it published, you could decide between the agencies and do whatever deal you want. If worse comes to worse you can always make e books and sell them on eBay or something, lots of money in that if you're a hit
If your book is good you should be able to get a publisher to publish, distribute, and market your book without charging you. Paying up front is self-publishing or vanity press. If no publisher thinks they can make money selling your book what makes you think paying for it yourself is a good investment?
