  you can't. you can only get it in fire red, leaf green, and emerald, and even if you had those games it was given out at a nintendo event and is no longer obtainable, unless you fancy using a cheating device.

  The only non legit way to get is via action replaywhich are pretty cheap to buy online,otherwise I think they were given away at an event or something.
