Also they are making sure that they get people who are serious, because people who don't really want a cat won't pay for it. Just ask your shelter, but the fee generally isn't a lot.
Yes, shelters chage adoption fees. Its worth it though because it usually includes heartworm medcine, flea medicine and prevention, and for them to be spayed/neutered. Its also to guarentee that the cat is going to a good home that can afford to care for it.
Where I live, yes...you have to pay a re-homing, or adoption fee for animals. Here it's about $90, check with your local shelter to see how much their fee is, if they have one.
