It is normal, it means that the tissues that develope your breasts and "plumping up" as you could say, beginning to form breasts, some develope early, some late, just be patient, the female body is never "normal", but beautiful

Those sound like the start of a healthy breast. Those are the buds... you are well on your way to womanhood.
