Can the Large Hadron Collider create the effects of the Big Bang?

Not just the after effects, but actually creating a new universe, if infinitessimally smaller?

It cannot recreate the effects of the Big Bang. It is feared by some it will create microscopic black holes. It is conjectured those will grow and “swallow” the earth. Most scientists believe this will not happen.

Stephen Hawkins has a standing $100 bet that the Higgs bosun will not be found, and all will have to be rethought.

No. The energies it simulates are far far lower than those present at the big bang. It reproduces energy levels some small while after the big bang. In fact, these energy levels are seen whenever cosmic rays hit our upper atmosphere - the LHC just does it in a controlled, observable environment.
