1st, it doesn't mean anything is wrong. Some couples are like that. If she seems ready, go for it, she'd love it. Or, talk about it. But if you do, not too much because it can ruin the moment.
Make a move. Wait until you are alone, look into her eyes, and go for it. I'm sure she is waiting for you to kiss her already - just take a chance.
