Are military dog tags the same as a normal dog tag?

Can you just make a dog tag with different words on it and it be like a military dog tag?

Yes. I believe special (custom) ones can indeed be made. Different websites even sell them I think.

The military ones are just called “dog tags” because they resemble the actual dog tags from many years ago. Today tags for dogs are availiable in many different sizes, shapes, colors and materials as well as the traditional type the military still uses. I’ve seen and used dog tag vending machines located in public places such as wal mart and some veteranarian offices. You put money in, select the tag you want and type whatever you want on it and the machine engraves it for you.
