Be aware that sometimes the cleaning process may make it worse than before you started but perhaps using a small towel with some soapy solution or you can see if you can redraw something over it and blend it.

What medium is the drawing? What is it on? What sort of makeup did you get on it?
I agree with Evil Elmo, it might worsen the drawing which you clean it. I would suggest dabbing the picture, with soap and water. You want to smudge/smear the picture as little as posible, so I think dabbing should be decent

What do you mean by medium? I drew it on a sketch pad with the different hardness and softness of pencils, and I think I got eyeliner on it. :(
