John Stewart Mills recognized that all societies establish leaders, and on occasions these leaders ruled the society using tyranny. Mills wrote a paper that there should be a legislation to curtail the activities of the rulers, and that a body of people should be created in order that the legislation be upheld, and in so doing ensuring the liberty of the people.
He believed that people should be free to do what they want. but not so free to harm others while being free lol. He wanted gov to interfere in a persons freedom only if their freedom were hurting the society. hope this helped, i got the ans from wiki i didn't know who he was before. so thanks.
