Is Installing laminate flooring on concrete better than carpet spread?

No, carpet spread is better. Laminate floor needs an underlay and concrete is too rough and uneven.

it all depends what will be happening in that room. if its a bedroom, carpet. if its a bathroom laminate. Just think if it will be a room with wet materials like a kitchen, bathroom, pool room, etc then use laminate since its easy to clean up and deflects water. If its a regular room like a foir, bedroom, or den then use carpeting.

If you mean directly on the concrete, neither would be good without some kind of underlay. The floors would be very cold if they were directly on concrete. As for which would be better in general, I’d go with the carpet.

One bad thing about carpet spread is about dust allergy and people need to be very careful of this and keep the carpet clean every now and then

Well you need to keep a wooden floor clean too. Keeping the ground clean is kinda important regardless…
