Well it depends what you are talking about. If it is someone you have been dating for a while and you both love each other greatly then yes tell her. It's always good to tell the person you love that you are afraid to lose them.
If it's a best friend you have to be careful she may feel awkward if you say that to her depending how you're feelings are towards each other. If you like her more than a friend you may not want to tell her especially if she knows you have feelings for her but she doesn't feel the same way about you.
