Alright,this is a multi part question,so bare with, I bought this 25 pound dumb bell, how should I work out with it, how long will it take to atleast get some kind of bumps on my arm, and if I do this for a couple of months will I lose weight?

There are a lot of exercises you can do with dumbbells and 25 pound dumbbells are a good weight but it is good to have a lighter set as well as a heavier set because not all exercises work the exact same size muscle. In other words, some muscles are stronger than others so that means you need to start off at a lower weight and sometimes a heavier weight for chest and multi-muscle exercises.
For how long it will take to see results, probably a couple weeks. For your ultimate goal probably around the 6 month marker if you stay at it with a healthy diet.
Yes you will lose weight because muscle burns more calories than fat and bodybuilding burns more fat than running. That is of course depends on intensity.
