Depends on what it is for. Ask the person that you would give the petition to.

as may as possible really the more people who sign it, the better chance it has of being done if you have say around 50 people sign, that might make them take it seriously if it was for a place with a small comunity but if not, try to get a few hundred

Yeah in large it depends on how many people you have on the petition but its also important to note that they need to be registered voters. (for petitions brought to the government.)
