How does BMI work?

I dont understand how bmi works. because your weight isnt all fat, and some people have a lot of muscle and not so much fat. so how can your bmi tell if your overweight or not?

You BMI, Body Mass Index, is a number calculated from your weight and height, It indicates body fatness, but doesn’t measure fat directly. It is one of the best methods to assess overweight and obesity. Basically it’s comparing you weight status to other in the world.
A BMI Below 18.5 indicates your underweight

         18.5 - 24.9   is normal
          25.0 - 29.0   Overweight
          30.0 and over   obese.
