Hips: Take your measuring rope (or tape, whatever you use) around the widest part of your hips. If you're thin at all, you can feel the hump where your hip bones are.
For the waist, it's typically above the hips, but not all the way up to your belly button, find an inbetween area, that's what my mother always did.
And for bust, basically following around where your bra sits. The outmost part of your chest, and even across your back.
