How do movie accountants know how much to budget for the actors salaries? For example, let's say they know they are making a "B-grade" drama or horror film that is direct-to-video. Aren't actor salaries negotiated by agents? If that is so, how do the agents determine a fair asking price according to the budget and how do the accountants know how much to much ahead of time?
Actors salaries are not always negotiated by their agent, but usually this is true, they sign big stars to projects prior to budgetary approval therefore they can work their salaries into the projects budget, as far as the other departments go, having worked in the live theatre industry myself, you make do with what you have and buy cheap, dollar stores are amazing and you would be surprised what wonders paint can bring.
