I've tried to just wear makeup but that doesnt really work, is there anything I can do that wont harm my skin
They have skin bleaching lotion that is similar to sun tan lotion, only in reverse. They are beneficial for people who have pigmentation issues because it helps lighten the dark spots. It can, however, work fine for just lightening your skin. You can probably find it at a local pharmacy or health food store since they have some off the wall products. I doubt it'll be sitting on the shelves at Wal-Mart though. Worse comes to worse, follow templatepro's idea and contact your dermatologist.
Be careful if you start avoiding sun.. 15 minutes minimum of sun a day is required to remain healthy, or else you will find yourself with a vitamin D deficiency :)

green tea (!) drink it!!, wear sunscreen, stay outta of the sun, cover up with long shirts & pants and stay in doors when you go out carry an umbrella sunglases and hat with ya.
You can visit a dermatologist about getting medication for paler skin. They can answer all the questions you need.
Just stay out of the sun. That's really the only thing you can do.
Wear a really good and powerful sun screen when you go outside.
