yes , they hurt on average it will cost you at least $100 for both the process is simple they clamp your hip, stick a holow needle through then thread the jewlerey through the needle but be aware that its a surface piercing they are NOT permanent and they WLL grow ut the amount of time they tke to grow out depends on your body and how you take care of them they could last a week-o amonth or they could last a few years ut they WONT last forere and when they grow out they wll leave two verey permanent and noticable scars but at your age it would be a really stupid idea to get them because your body is still growing so they will grow out a lot faster that and no profesional piercer is going to pierce a 13 year old childs hips even with parental consent so wait untill your older

Ok so I got my hips pierced and it only cost me $80.00, I got the surface ones which mean I have the barbell going through my skin. It is not painful at all! I didn’t even know what was happening, it was over so quickly. I love mine and they look great. If you want them I would go ahead and get them. I’ve had mine for about 4 months and they are doing great.
