Well…first I bet you’re a little hard on yourself… We are all different sizes/ shapes…and I know its difficult for you know but if you are small framed you will be more happy as you get older.
For now… take a look at some fashion mags…maybe you can change your fashion look to a more updated teen image. How does your hair look….its hard for me to give you advice without see a picture of yourself…if you would like to send a pic to my funmail I might be able to be more helpful… do you were any make-up…? Maybe ask another teen of good style and taste to help you make some changes… most of all you have to feel confiedent and not meek…… a confiedent personality can show more maturity and may help you carry off your targeted look.
