What are you comfortable with? If language is not a problem, then I suggest Italy, Germany, France since many speak some English. Costa Rica, Belize are lovely. If you can afford the airfare Australia is great, but New Zealand is fabulous. If you can't afford travel money, I'd go with New Mexico, west Texas, or even Ohio in the fall. What kind of adventures do you want to have?
If you want a real experience but stay "close to home" or not leave your country, just switch lifestyles. If you live in the country, visit the big city, and vice verse. I did and you can learn so much from the experience
You can meet people everywhere, you can meet them simply by voluntering and stuff like that, or by joining clubs of your interests, or you could to to different places for vacations and expiriance different things.
You can go outside your house and meet new people!...most places really...i mean you go to certain countries like turkey and the people are so friendly there.
Do some backpacking trips in Central and South America, not expensive and also a great way to learn a new language and see some incredible colonial history...
