Who governs the pesticides being sprayed on food?

Unless I’m mistaken, the FDA governs pesticide use as the EPA = environmental protection agency…they would govern the use of pesticides on land (eg, for a farmer) but the FDA would regulate what residue is considered acceptable, etc, and how many parts of the various pesticides per million were OK for things at the store.
