What is a good, warm fabric that doesn't generate a lot of static?

Basically, I want to sew a cloak, but I don’t want a material that gets super static-y and makes my hair go crazy, I also want it to provide some warmth. What would you suggest for something like that?

I got tweed, and it seems not to be static-y as well as it should make you warm, and from my experience, since it is used in suits, it should help keep you warm. source: [link removed]
