(1).Login to your blogger (2).in your Dashboard , below the Reading list , you will find ADD , (3).then enter the url of the blog you like to follow . (4) select any of the radio of your own choice and clicl Follow.

Yes, you definitely can. Most of the Blogs have a "Follow" botton on them.
