You can not put a fish in a glass of water or a sewer system the chlorine will kill it. They need to be put in water from a bottle of spring water. Maybe that is way it is dying.
What happens..? If it’s suffering/dying then it will most likely die on the way down. I wouldn’t flush it until it’s died fully, just so I’m not a murderer. No pressure.
