What factors influence the president's success in Congress?

Answer #1

One big factor is how much of the Congress is from the same party as the president. The president will have a much easier time selling his legislative agenda to a Congress that is from his own party. This isn’t always the case, but normally that’s how it goes. Also, the presidents popularity with the people…Congress will resist the president if they perceive him to be unpopular with the people. On the other hand, the if the president has strong approval ratings, people in Congress will have a harder time going against him especially if he is popular in their own districts.
