You would not notice, at least not for long. Electrocute means - Death by electric shock. So, to be electrocuted would mean that you were killed by electricity. Do you mean Electrical Shock? Yes, at low levels it is unnoticeable.

If you continue to use the laptop with the wires in that condition you are likely to damage it. Time for a new supply, or have that cable repaired. :)
