Drowning occurs withing 20 seconds to 1 minute. This is about the amount of time it takes one from going from a distressed swimmer to one that is submerged, exhausted and breathing water into the lungs. If a person can be rescued and be given CPR/Rescue breathing within 4-6 minutes they can be saved from most permanent forms of brain damage. Longer periods can result in temporary and permanent damage and of course death. Some rare cases of children fallen into freezing cold water have been resuscitated up to 15 minutes later(maybe even longer). I only know of this happening in children and young ones at that.

There's often a set average for all people in general, but in reality, it often depends on the person. If a person ends up drowning while having a weaker body, especially when for example, they get some kind of breathing trouble like asthma when swimming, they're going to drown faster. If someone is some kind of olympic swimmer that can breathe under water without any support for 10 minutes, then they're going to last even longer. But generally, the sooner they're saved, the better.
Well you are considered dead if you are under for 10 minutes but usually people who are under water for 6 minutes only have extensive brain damage if they can be given mouth to mouth and live.
