I think it looks fine, my wife wears shorter dresses and then wonders why people look at her.

I make the decision with the “toe-touch” test. If she can touch her toes without showing off her underpants, you’re good to go.

She can always wear leggings/fishnet/tights…to make it less revealing. Personally I think it’s fine. I’ve seen shorter on 13 year olds :/ eck.
