Yes, you can leave whenever you want (as long as it's prior to the stated check out time). They won't give you a credit or anything for leaving a few hours early though, but if you're ready to go there's not much point hanging around.
I am perty sure you can, I think most people do. I myself did it once when I won a trip to Washington D.C
