The decentralization of information is one of the most telling characteristics, I think. Information is available to everyone (almost). This characteristic is related to interconnectedness of people...cell phone, interactive web sites, etc. These two facts are
bound to lead to the breakdown of authoritarian governments and institutions.
The third characteristic I'd mention is the degraded environment.
