How to help him not be scared?

My boyfriend wants to reach up my shirt and touch my chest but doesnt have enough nerve to. he’s scared ill get mad at him so how can I help him not be scared

Guide his hand there once you want him to do it. Or just tell him that it would be okay and you’d want him to. He just doesn’t want to ruin anything by trying and moving too fast. He’s letting you control the tempo.
