What's the best software to create a website?

I was looking to start a website from scratch and wanted to know which software I should use? Frontpage is now gone. I was looking into Yahoo geocities package and also dreamweaver. According to you which is the better software for newbies and not programmer.

I’d probably use the geocities one - my dad had trouble with going from frontpage to dreamweaver, although now he’s happy he made the switch. He’s not a very advanced user, but definitely not a newbie, as he’s been building his own business website for a few years.

There are so many web designing software available to choose from but two of my favourite are PersonalWebKit and Kompozer. Both software are very easy to use and can help web designers in creating appealing and innovative websites.
