Best cell phone plans?

What are the best cell phone plans? It’s not that I want a cell phone it’s that I need one. I’m turning 14 and both of my sisters are in college. One is in Salem, OR. And one in Galesburg, IL. I live in Portland, OR. My mom is going to start working to jobs and my step dad works 5 days and when he has a day of him and my mom are always out for like 5 hours at the maximum. And I’m always at friends houses or walking places or just out doing something. I really need a good cell phone plan, ones with unlimited txting and picture.] please HELP!
