How do you bake a cake with a perfectly flat top or cylindrical?

Every cake I have baked, the top of the cake is always rounded.

You don’t. A little secret that bakeries use - you bake the cake and then use a long knife to cutt off the top of the cake that’s raised.

You cut a thin layer of the top off. :)

Also, you culd flip the cake upside down so the top off the cake that’s raised is on the bottom, that’s what my mother always did.
