I really need some cool party ideas for my sweet 16, I want to invite a lot of people but im on a budget. and the partys going to be in the winter time. or should I wait till the summer so I can have a beach party? ahh im so confused!

I'm assuming from the person above me that you live in CA. If that's true then we both know that we basically have NO winter whatsoever haha. I mean yeah it gets cool but we don't get snow or anything that most other states get. It depends on when your actual birthday is... personally I think you should just do it in winter, but if you want a beach party then wait til summer. I know it's hard to pick, but if you're on a budget and want lots of people... winter is better. Not many people are gonna want to be willing to drive to the beach, unless of course you live right next to it. If you're near LA.. try contacting some local small nightclubs.. you could rent one out for a night and have your own private party.
A budget?? Pretty much every party is on a budget.. I can give you some ideas if you can give me a ballpark estimate of how much you are able to spend.
you can do an 80s party or something. just go to vintage stores that don't cost a lot.
