9 stones is about 126-7 lbs. For a 5'6 height, I figure you're probably a medium frame. I'm the same height, and I've been at your weight before. Honestly, I didn't like my body when I was at that weight, now I'm at 120lbs, and clothes look much cuter on me. You're definitely not fat, but not thin enough to wear really trendy clothes for your age. So, lose 5 lbs, and you'll be much happier while still staying in a healthy BMI range.
I know what you mean! You are at a healthy weight but you want to be toned. But do you exercise? Just because you weigh healthy doesn't mean you are. Muscle outweighs fat and for every pound of muscle you burn up to 50 more calories a day. So eat healthy and exercise to tone up.
