HIV cannot survive very long outside the body. So the chances of contracting it from a swimming pool, lake, stream, etc. would be very remote.
HIV and AIDS are diseases that are very hard to contract outside of sharing needles and unprotected s*ex with infected individuals. Whether you are menstruating is never part of that equation.
If you are asking if you can contract the disease from swimming with someone who has AIDS, the answer would be no, unless you did something more specific to contract AIDS.
