It depends on your country. Generally yes, if 18 is the legal age then you have to be 18 before you can get one. A bill card should be a credit card i.e. bill you and you get it later, just like a credit card. However I might be wrong on that one.

haha no a debit card will not have a bill unless you over draw on it, the debit card is with your checking account so there is no bill with that unless you overdraw on the account. and yes you have to be 18 years old for a credit card. and since you are going to be a college student there are credit cards for students in college which makes it easier getting a credit card

If your parents have a credit card, they can have you as one of the users. However, you need to be 18 to have one for yourself. As for the debit card, I believe it can be used for as a bill card.

You can be any age to be an authorized signer on a parents card. Keep in mind if that card does not get paid it affects the credit of the owner, not the authorized signer. You must be 18 to have a card in your name due to legal credit requirements. A creditor has no legal recourse on someone under the age of majority. To have a Debit card most banks will require you to be 16.
