I’m assuming it means a machine or computer of some sort, if the problem is referring to something being faster than a human.

Computer? Because it needs a human being to do the job but does whatever we tell it to do faster.

I assume the first IT is “Information Technology” and the second is the pronoun “it”

Information Technology can solve a problem in a fraction of the time it takes a human being to do the job.

A rather silly claim since humans do Information Technology. When Information Technology solves a problem it is a human effort even if aided by methodologies and computing apparatus.
