He might want to make sure she truly loves him for him and that if she says yes, it’s not just because of the stone. Still, I don’t agree that proposing without a stone in the ring would be the best way to go about it.

If You really love that person then the style of the ring won’t matter because it may be a good reason for them getting a cheap ring maybe it was a money problem but just be thankful he is interested in marrying You.!
