What if somebody has a dual citizenship he still have to file U.S taxes?

If somebody has a dual citizenship and works and lives abroad he still will have to file U.S taxes or not tell me please thank you.

Us citizens who work and reside in a foreign country will not owe US federal income taxes on foreign earnings up to the “exclusion amount” In 2012 the exclusion amount was $95,100. Physical residence requires one to reside 330 days out of 12 months in a foreign country.
