Do you store fat 'underneath' your muscles?

I was reading an add for Hydroxycut Max, and it began talking about why you go to the gym and work out but you never get ripped abs and stuff, and then it says the reason why is because you need to burn the fat beneath the muscles. I never heard this before, is it possible?

No, you store fat on TOP of your muscles. Think about it, thats where animals store blubber to keep warm in the winter.

You have fat throughout your body to protect your innerds. Extra fat is put on the outside. Hydroxycut is just trying to sell their product.

You store fat on top of muscles (subcataneous fat), throughout muscles (intramuscular fat), and around organs (visceral fat). The traditional "beer belly" is caused by deposits of viceral fat causing the abdomen to protrude. Large amounts of visceral fat are thought to be especially unhealthy.

Women naturally carry more fat than men to support pregnancy. Because of this it is far more difficult for women to have a "6-pack" get cut or ripped. It is probably impossible for women to get this lean without causing health or fertility problems.
