Answer #3

Theres been rumors that it was going to change in California but they’ve been saying that for years with no action. http://funadvice.com/r/14pha1ltth3 and http://funadvice.com/r/14pha1ltvc2 are links to the California Department of Motor Vehicles and neither state of the law change.

Answer #4

They won’t because of kids getting jobs at young ages, so they need a way to get to and from work. Granted, they have parents, but sometimes parents aren’t always available.

Answer #5

They have bee talking about it in New Zealand. I don’t think it will happen because it will mean that they will have to put in better public transport systems to accommodate all the extra teens. It will just end up costing the Government more money :|

Many places have graduated licensing. With this system a new driver does not start out with full driving privileges. There are limitations like when they can drive, how many teenage passengers they are allowed to have without an adult etc. After a year of driving or reaching 18 they generally get full privileges.

When I was a kid there was a 1 year probationary period with every young driver. If you had any moving violation in the first year you would loose your driving privileges until you were 18. Tell you what, that sure made us cautious that first year.
