why does sometimes a question get "locked" ?

A question gets locked due to being inappropriate. It violates the terms of use. As far as the pages, I don’t think they lock the questions because of that.

No, questions are usually locked for a couple of reasons, mainly because they go off topic or get argumentative/rude

Sometimes they also get locked when they violate terms of use.I saw a disgusting question on here earlier today that got locked.And the person got deleted.Thank goodness.
