Legislation is in process in New Jersey, and zoophilila is on the books as punishable if done in a public setting in Tennessee and Pennsylvania.

By my count this leaves: Alabama, Alaska, Colorado, Florida, Hawaii, Indiana, Kentucky, Nevada, New Hampshire, New Mexico, Ohio, Texas, Vermont, West Virginia, and Wyoming with no penalty for sex acts with animals.
