Is it safe to tight line your eyes with gel eyeliner?

I tried using pencil but when I do it smudges to my lower lash line and it makes me look trampy. I dont put any eye liner on my lower lash line or water line because I have asian eyes and it makes my eye look smaller (which I dont want) any suggestions or tips?

yea like inside your upper lash line. I've seen some beauty gurus do it on their bottom lashes and I was wondering, is that actually safe?
