Dont let him out? ...That is so wrong, selfish and dis-respectful of the poor little guys natural needs,Birds should be able to fly .It is not a toy or ornament ,it has a life of its own and needs to fly.

Try putting something over the area. Like a mirror where he can get busy admiring himself instead of chewing the paper. You could also try putting cuttle bone or seed millet tree in his cage.
