Russia Tower smaller than planned?

The Russia tower was supposed to be 648 meters but now it will only be 612 meters. Why?

That would be a false statement, it would be possible and safe to build a building a mere 648 meters high because Burj Dubai the tallest structure, freestanding structure and skyscraper on the planet is currently in construction and will be about 950 meters tall, when it is finished in December 2008, and there are many buildings in the near future that will reach 1,852 meters. By 2050 we will have space elevators that will reach 35,000 miles into the sky. As for the other comment 648 meters is not even close to heaven. Our visible universe is at least 180 billion light years tall, which is over a septillion miles, or 10^24 or 1,000,000,000,000,000,000,000,000,000 miles tall and that is just the obseravble universe. The entire universe could be a Boogolplex {Boogolplex} Boggolplex teraparasecs tall if not more, and that is only one universe out of a Bogolplex{Boggolplex} Boggolplex other universes one on top of another. Heaven is atleast on top of this. 648 meters is not even half a mile or about the distance from my house to my mailbox.

safety and construction issues of course. It was probably not safe enough to build it that high or physically impossible to build it that high
