  Everyone can certainly do their best to try...I recall someone tried to sue another person once for breaking a rib by doing the heimlich, but it was thrown out of court as a frivolous lawsuit....however, if you have your certified CPR you are required, by law, to help.

  i was taught a first aid course in prison [winson green] but my certificate was from dudley college and i know cpr and all that so id try and help the fellow.
